Marin City Pond Flood Reduction Project
About
The purpose of the Marin City Pond Flood Reduction Project is to make several improvements to the privately owned stormwater drainage and pond system to reduce roadway flooding in lower Marin City and along southbound HY 101. These improvements include a new pump station at the pond and floodwall to improve drainage out of the pond to the bay.
With a FEMA grant matched by Flood Zone 3 the project team developed a design with a pump station in the pond and floodwall at the edge of the pond that uses the existing pipe under US 101 to increase flood flows to the Bay under high tide conditions when the current gravity system is unable to drain floodwaters from the pond to the bay These proposed improvements reduce flood risk under current conditions and expected sea level rise conditions. The design anticipates installation of additional pumps in the future.
Timeline
A contract for design, permitting and environmental analysis for the pump station project is currently slated to be awarded on September 19, 2023. Draft design was completed to the 65 percent grant funded requirement in early 2025 and CEQA is expected to go public in Spring 2025 and be finalized by late-Spring or early-Summer 2025. Construction could occur as early as 2027 but more likely in 2028 or 2029 as currently there is no funding for construction.
Funding
The budget for the current Phase I of the project for design, permitting and environmental analysis is approximately $1.3M and this Phase will be completed by Summer 2025.
The estimated total cost for the revised project scope is approximately $18 million and the District is working with FEMA to help fund this project. The District has applied for a FEMA BRIC grant.
