East and West Creeks Restoration

Marin County Flood Control and Water Conservation District (District) staff have been working with the Zone 4 Advisory Board to identify options to reduce flood risk in Zone 4.
The District produced an Executive Summary for Flood Risk Reduction Alternatives at East and West Creek, and based on recommendations from the Zone 4 Advisory Board, staff are moving forward on design and environmental review for small-scale creek restoration projects on East and West Creeks:
East Creek (“Medium Plan” in the Summary)
- Prepare plans and specifications for removing accumulated debris and sediment from 50/80 Harriet Way up to Karen Way (approximately 1,320 feet long).
- Design appropriate biotechnical bank erosion protection through the creek reach.
- Design add-on options as directed by the Zone 4 Advisory Board (not currently funded)
- installation of a top of bank barrier along 100-130 Leland Way (about 350 feet long),
- installation of a sediment basin near Karen Way to reduce sedimentation downstream where it is more difficult to access,
- plugging or valving of the Town of Tiburon’s 6” storm drain outfall at the Cecilia way crossing, and
- gating or valving of the East Creek outfalls to the Bay.
West Creek (“Medium Plan 3-2” as described in the Executive Summary)
- Design and environmental compliance for the following proposed project elements:
- Remove rubble (foreign rock and broken concrete) from the creek between SR 131 and 80 Rancho Dr, and Cecilia Way and 180 Rancho Drive.
- Remove concrete channel stormwater outfall around 143 Blackfield Drive and replace it with a rock lined channel and appropriate biotechnical bank erosion protection,
- Remove three non-native poplars and one non-native eucalyptus from in-stream, and
- Stabilize banks (e.g. rock rip-rap) to enlarge channel at location of removed in-channel trees
An additional add-on option is designing and permitting a solution to reduce frequency of tidal flooding on Greenwood Cove Drive near the East Creek outfall. A tidal flood barrier and potentially storm drain modifications may be necessary.
Timeline
The design and environmental process should be completed in 2027. Construction is expected to be completed in 2028.

Funding
Zone 4 will fund the project, which is expected to cost $400,000 for design and environmental compliance and anticipated to be approximately $2,000,000 for construction.
