Conditional Letter of Map Revision (CLOMR)
Overview
The Marin County Flood Control and Water Conservation District submitted an application to the Federal Emergency Management Agency (FEMA) for a Conditional Letter of Map Revision (CLOMR) in late July 2025. The purpose of the CLOMR application is for FEMA to review the analysis of the potential impacts related to the removal of Building Bridge 2 (BB2) in downtown San Anselmo.
The FEMA process is expected to take approximately six months. FEMA’s review of the CLOMR applications does not represent an approval of the project. This is a regulatory requirement that allows FEMA to evaluate whether changes to flood hazard boundaries or flood insurance requirements should be made due to proposed construction projects along waterways.

The District is inviting the public and business representatives to review the application and submit comments. Please email comments to the District. The District staff will forward CLOMR application comments to the local floodplain managers, which are the towns of San Anselmo and Ross, along with FEMA.
